In sharp rebuke over expenses, Nenshi says Magliocca disrespected taxpayer money and trust

Mayor Naheed Nenshi has told Coun. Joe Magliocca that Calgarians “deserve better” after an investigation of his spending revealed thousands in ineligible costs billed to taxpayers.

The mayor’s letter of reprimand, dated Aug. 26, is one of several sanctions council imposed in July after a report by an external auditor revealed the Ward 2 councillor inappropriately expensed at least $5,600 for hotel rooms, meals and “hosting costs” over the past two years.

There’s an additional $10,247 the auditors flagged as questionable, including further hosting costs and nearly $9,000 in flight upgrades.

Magliocca has voluntarily repaid more than $6,000 to the city so far, and said he would be willing to reimburse the flight upgrades if they were deemed ineligible. But Nenshi said the councillor has yet to issue an apology — another sanction council called for during the summer.

The Ward 2 councillor has not responded to multiple requests for comment since July.

Magliocca has also been banned from expensing business travel for the remainder of his term and required to do additional training on expense policies.

“To be frank, the citizens of Calgary deserve better than this,” Nenshi wrote. “I hope you have learned from your actions and that you will respond in a way that shows an understanding of the seriousness of what you have done.”

The RCMP is also investigating Magliocca’s expenses after council voted to forward the audit report to the Calgary Police Service. CPS passed it along to the RCMP for an “independent” probe.

Nenshi’s letter states that the audit report shows a “pattern of behaviour” of disrespect for taxpayers’ money and trust.

“As you yourself have repeatedly stated in Council, we must respect taxpayer dollars,” Nenshi wrote.

“You have made many decisions on Council citing that the cost to taxpayers, and that cost alone, is too high for your liking. All of the money we spend in our role as Members of Council, whether it’s by Council direction or an allowable recoverable expense, deserves that same respect.”
